Shutoff first, then entry, repair and records. What Arizona's landlord statutes say about each step.
When a resident reports a leak, close the unit's shutoff first, then get a plumber in. Arizona lets a landlord enter without notice in an emergency, but otherwise two days' notice applies unless the resident's service request counts as permission. The landlord has to keep plumbing working, and a resident can repair a minor defect and deduct it after notice.

Landlord must keep plumbing working
ArizonaThe landlord must make repairs necessary to keep the premises fit and habitable, maintain plumbing and sanitary facilities in good and safe working order, and supply running water and reasonable amounts of hot water at all times.

PhoenixShutoff valves are required on the fixture supply to each plumbing fixture, on supplies to each appliance, and on the supply to each sill cock, with access provided. Individual dwelling units in hotels, motels and similar occupancies may rely on unit shutoff valves instead.

Model code (IPC 2024)A storage water heater needs a temperature and pressure relief valve whose discharge pipe ends at an air gap, and a pan with an indirect drain where a leak would cause damage. A replacement heater does not need a pan drain if none was installed.

Shut the water off at the source and keep the resident safe. For a fixture leak, the angle stop under the sink or behind the toilet is the fastest valve, and Phoenix's plumbing code requires one on the fixture supply to each plumbing fixture. For a water heater, close its cold supply. If you cannot find a valve that works, the unit shutoff or the building riser valve is next, and a stuck valve is a reason to call us, not to force it.
Then move belongings out of the wet area and photograph the damage. Standing water near outlets is an electrical hazard, so stay out of it. Our first steps after a major water leak lists the order.
Entering the unit
You may enter in an emergency without the resident's consent, and otherwise a resident's request opens the door. A.R.S. 33-1343 lets the landlord enter without consent in an emergency. Outside an emergency it requires at least two days' notice, but a resident's service request is treated as permission to enter solely to act on that request, with no separate notice needed. A leak report is a service request, so document it in writing.
Do not use that access to harass or to wander. The statute says the landlord shall not abuse the right of access. Keep the visit to the leak, and write down what you saw and what the plumber did.
What the law expects from the owner
Arizona expects the owner to keep plumbing working and to supply running water and reasonable hot water. A.R.S. 33-1324 requires it, and the remedies pile up fast. A resident can give written notice under A.R.S. 33-1361 that the lease ends in five days if a health or safety failure is not fixed. A resident can use A.R.S. 33-1363 to repair a minor defect and deduct it after notice, with a licensed contractor, an itemized statement and a waiver of lien. A resident can use A.R.S. 33-1364 for no running water or hot water.
The practical lesson is to get the leak stopped and written down within the first day. Self-help does not apply to a defect the resident caused, so also document what happened. Stopping the water, then the damage
A plumber stops the source, and a mitigation company dries the unit. These are different trades, and the order matters. We find and repair the leak, replace the valve, toilet supply or heater, and tell you whether the line behind the wall is safe to close up. Drywall and flooring are someone else's job.
Check the ceiling below. If a unit leaks, the unit under it often shows a stain first, and a stain with no matching leak means the source is elsewhere. Water heaters inside units
In-unit tank heaters are a common leak source. The model plumbing code expects a temperature and pressure relief valve with its own discharge pipe ending at an air gap, and a pan with an indirect drain where a leak would cause damage. When it can wait
A slow drip at an angle stop, a sweating cold line or a dripping faucet can wait for a scheduled visit once the valve is closed. A leak that stops when the fixture shutoff closes is no longer an emergency. A running toilet is a repair, not a flood, and it matters mostly for the water bill.
Do not wait on anything that wets drywall, runs overnight or affects a neighbor. Those need a plumber today.

How long does an Arizona landlord have to fix a leak?
Arizona's landlord-tenant statutes set no single repair deadline for a leak. They set notice clocks instead. A tenant's written notice about a health and safety problem starts a five-day clock. In an Arizona condo, you fix fixtures and pipes wholly inside your unit. The association maintains the common elements, which include shared lines and, by default, pipes outside your unit that serve only you, though it can charge that cost to your unit. In a townhome or planned community, the recorded CC&Rs decide.

Usually yes. The International Plumbing Code calls for a full-open valve on the water supply pipe entering every dwelling unit, unless the pipe serves a single fixture with its own stops. Many multi-tenant buildings need a tenant main shutoff (three stories or less, 2024 code). Access and labels are required too. Cities adopt different code editions.

Shut off the water first, at the fixture stop above the leak or the main valve. If the ceiling is bulging or near lights, cut power to that area at the breaker. Move valuables, put down a bucket, and call a plumber. Dry the area within 24 to 48 hours to stop mold.

After the plumber controls a commercial leak, assign separate responsibility for plumbing repair, electrical safety, moisture assessment and cleanup, building access and insurance reporting. Stopped flow does not establish dry materials or safe equipment. Ask each provider to document its completed scope and unresolved items, then coordinate required approvals before affected areas return to normal use.

A water heater leaking from the bottom usually means the steel tank has corroded through, which cannot be repaired and calls for replacement. But several repairable parts also drip down low: the drain valve, the T&P relief valve, a loose pipe connection, or an element gasket. Find the true source before you act.
