Commercial Water Line Repair in Phoenix

The meter divides city and owner

The usual evidence is water where it does not belong, or pressure and bills that change. Wet ground or a green stripe in a dry landscape, damp pavement along the line, a meter that keeps moving with the building shut down, lower pressure at the far end of the property, and a bill that rises without a change in use all point to a buried leak. Where does your responsibility start in the Valley?
At the meter in Phoenix, and at a spot your own city defines elsewhere. Phoenix repairs everything on the street side of the meter and puts everything after it on the owner. Chandler's code is explicit that the owner maintains and repairs the service line from the building to the city meter, and it allows the city to discontinue service if the owner ignores a written notice. Other Valley cities set their own lines, and a property line is not always the boundary, so confirm with your utility before you hire a repair. For a multifamily building, an HOA or a campus with several buildings, add one more layer. A private main inside the site, past the master meter, is private even though it looks like a utility. Leaks in a common main, riser or unit branch can all look alike from the surface, so the repair order depends on which line is leaking. How is a failed water line repaired?
There are three approaches, and the pipe decides which fits. A localized break gets a section cut out and replaced with a coupling or a new piece of pipe. A line with several failures, or an old line that is corroded throughout, gets a longer replacement. Whatever the method, new underground water service pipe must carry a working pressure rating of at least 160 psi, and a water service sharing a trench with a sewer has separation requirements under the 2024 IPC.
After the repair, the line is pressure tested, flushed, and returned to service. The IPC calls for a full-open valve near the curb and at the building entrance, so a service that lacks working valves is a good time to add them. A working building shutoff is what you close during a break, and Phoenix says not to shut the water off at the meter itself, because it takes a special tool and you may be charged for a damaged meter.
What permits and locates come before the excavator?
A utility locate comes first, then the permits for the location of the work. Under A.R.S. 40-360.22, markings last fifteen working days, so schedule the dig inside that window. On private property, a Phoenix permit may apply to the repair if it is new work instead of a leak stop. Inside the right-of-way, a separate permit is required, and Arizona's contractor rules limit what a plumbing contractor may do in a public way. When digging up the line is the wrong answer
Sometimes the leak is not in the line. A leaking irrigation valve, a running toilet, a broken hose bib or a failing regulator can look like a service line leak on the meter. Check the cheap things first, which is what a meter test does. If the failure is on the city side of the meter, call the city; do not dig. Who owns the commercial water service line from the street to the meter?
For a metered domestic service, the utility generally controls its tap and meter, while the customer maintains downstream private piping. Confirm the utility’s actual ownership and repair boundary; it can differ from a property line. Private fire lines have separate rules and should not be assigned the domestic meter boundary.

Close the building's main shut-off valve, not the utility's meter. Then call the water utility if the break is on its side of the meter, or a plumber if it is on yours. Warn tenants, start drying within 24 to 48 hours, photograph everything for the insurer, and flush lines when water returns.
