A Chandler plumbing permit does nothing for you until the inspector signs off, and the inspector only comes when you ask. The city gives you three ways to ask, and the fastest one is a text message. The surprising part is what the city does not publish: no cutoff time on the day before, and no inspection window.
How does Chandler let you schedule an inspection?
Chandler runs three channels: an online portal, a phone system and a text service. The city describes the last one this way: "The City of Chandler offers a free texting service for customers and contractors to schedule construction inspections and receive results via text messaging." The Homeowner Building Permit Manual covers all three and adds the timing rule: "To schedule an inspection, see pages 5 or 6 of this manual, or refer to the back of your inspection card at least one business day in advance of when the inspection is needed."
What you need on hand, whichever channel you use:
- The permit number from your permit.
- The three-digit inspection code for the stage you want. The manual says the codes and instructions are on the inspection card issued with the permit, and the city's inspections page lists them.
- The date you want.
What do the key terms mean?
- Inspection code: a three-digit number for each inspection type. The plumbing and gas group runs 729 to 746 on the city's list, for example 731 Building Drain, 733 Rough Plumbing/Topout, 734 Water Service and 745 Plumbing Final and Water Meter Verified. - Correction notice: what you get when the work does not pass. The manual says "An inspector will visit the property and either provide an approval or a correction notice."
- Exposed: the manual's condition for every stage: "All work to be inspected must be accessible and exposed." Our reading: a request for a pipe that is already behind drywall or under concrete will not get a pass.
- IVR: the Interactive Voice Response system, meaning the automated phone line.
Who does this cover?
It covers anyone with an open Chandler permit: a homeowner working under the Homeowner Building Permit Manual, or a contractor. The city's texting service is offered to "customers and contractors" alike. It does not apply to work that needs no permit, because there is no permit number to book against, and it does not cover the site-utility codes in the 400s (such as 411 Sanitary Sewer - Pipe), which sit in the city's separate civil engineering list. Our reading: those are for development work, not a house or shop plumbing permit.

What does this look like in real life?
A bathroom addition, rough plumbing. The pipes are in the wall and under pressure test. On a Monday afternoon the plumber texts the request for code 733 for Wednesday, which meets the one-business-day rule. The inspector passes it and drywall goes up.
A slab job. The under-slab drain is in and shaded, and the concrete crew is due Thursday. The request for the building drain (code 731) has to go in ahead of that, with time to spare, because the manual asks for at least one business day of notice.
The edge case: the work is not ready. The test fails the night before or the trench is not open yet. Your booking is already in the system, and the right move is to text C, the permit number and the code (or RESCHED with the same two items) rather than let the inspector arrive to covered or unfinished work.
What should you do next?

What do people get wrong?
- Booking the morning of. The manual says at least one business day in advance. Other Valley cities set hard cutoffs, listed below; Chandler's pages do not print one, so plan for the day before.
- Thinking 480-782-3000 books inspections. That is the Development Services line for questions. Booking by phone is the automated line at 480-782-3100.
- Assuming any text works. The city's format needs the command, the permit number, the three-digit code and the date, in that order.
- Expecting to pick a time slot. Our reading: the portal step above has you select the day and "all day," and neither the inspections page nor the manual promises an arrival time. Ask your inspector if timing matters. The manual points to a map of inspection areas with Building Inspector contact information on the city site.
