What should the manager check without changing settings?
Record which fixtures have usable hot water and which do not. Note the time of failure, any equipment fault messages and whether the loss affects the whole kitchen or one branch. Give those observations to the plumber and county health authority.
Separate these functions:

Do not raise heater or mixing-valve settings as a substitute for diagnosis. Different sanitation methods have different requirements, and hotter delivery creates a scald hazard. Can part of the restaurant remain operating?
Food Code Section 8-404.11 requires stopping operations and notifying the authority when an imminent health hazard may exist. It allows an unaffected area to continue and permits specified outage operation under an approved emergency plan. Ask the Department which functions, if any, can continue safely in your circumstances. Portable hot water or a reduced menu is not automatically an accepted solution.

What should be verified after repair?
Check restored operation at the required fixtures and equipment under actual demand, not just at the heater outlet. Keep the technician's findings and any authority instructions.
