Phoenix or Maricopa County: who issues the plumbing permit in Laveen
Laveen is in Maricopa County, but it is not one jurisdiction. Part of it sits inside the Phoenix city limits as Laveen Village, one of the city's planning villages, and the rest is unincorporated county land. Which side your address is on decides who issues a plumbing permit and whose code the work is checked against.
Inside Phoenix, the city's own rules apply. Phoenix has enforced the 2024 plumbing codes with its own amendments since August 1, 2025, and its building code amendments list the small jobs that need no permit, such as clearing a clog or stopping a leak that does not mean replacing a concealed pipe. Plumbing work that is not on that list needs a city permit. On unincorporated land, the Maricopa County Planning and Development Department issues building permits and inspects the work through its online Permit Center.
If you are not sure which side you are on, check before the work starts, not after. We confirm the jurisdiction when we quote a Laveen job, so the right permit is pulled the first time. Either way, Arizona is not one of the states that don't require a license to be a plumber: plumbing contractors here are licensed by the Registrar of Contractors, and the license question in the FAQ below shows how to check one.
Septic systems on Laveen's older, larger lots
Some of Laveen's farm-era and larger-lot homes are not on a city sewer. They drain to a septic tank or another onsite wastewater system, and Arizona puts a rule on those homes that buyers and sellers in town run into. Under Maricopa County's ownership transfer rules, the seller must have a qualified inspector inspect the system within six months before the property changes hands, and any significant amount of waste must be pumped from each tank. Within 15 calendar days after the sale, the buyer files a Notice of Transfer.
A slow drain or a gurgling toilet on a septic home is not always the tank. The line from the house to the tank can be clogged with grease, roots or a sagging section of pipe. We clear and camera the drain line from the house so you know whether the problem is in the pipe or needs a septic contractor.
New subdivisions, hard water and slab leaks
Laveen grew fast after 2000, when building began on Arlington Estates, and the Loop 202 South Mountain Freeway opened through Laveen in December 2019. Many of the newer houses sit on concrete slabs with PEX supply lines, and what they need from a plumber is water heater repair and replacement, drain cleaning, toilet repair and leak repair.
Valley water is hard. Is hard water harmful? Not to drink, but the scale it leaves shortens the life of tank and tankless water heaters, faucets and shower valves. When a water bill climbs with no change in use, or a floor feels warm or damp, the leak is often under the slab. We find water line leaks, including ones under concrete, with a line locator and ultrasonic sounding equipment, so the search does not turn into a large dig. Our work carries a two-year workmanship warranty, and we answer emergency calls in Laveen around the clock.

What We Do in Your Area
Do you serve older Laveen properties on larger agricultural lots?
Yes. We're comfortable with non-standard plumbing configurations on larger lots and semi-rural properties.
How do I verify a plumber's license in Arizona?
Use the Arizona Registrar of Contractors free public license search at roc.az.gov/search. Look up the plumber by license number, business name, or qualifying-party name, then confirm the license is Active, the classification matches your job, the bond is current, and the complaint history is clean before you sign anything.

A slab leak can develop when a buried supply pipe corrodes, rubs against concrete or soil, or is stressed by ground movement, thermal expansion or excessive pressure. Water chemistry can contribute to copper pitting, but hardness alone does not identify the cause. Leaks beneath a slab can remain hidden.
