A two-way cleanout is an access arrangement that lets appropriate drain-cleaning or inspection equipment enter the line in either direction. It can serve both the upstream and downstream piping from the intended access point. Its purpose is tool access; it is not a relief valve or permission to release a sewer backup outdoors.

What the two directions mean

A normal directional fitting guides a tool toward one side of the line. A properly designed two-way arrangement provides access in both directions. The actual fitting and layout determine how the tool is directed; a cap by itself does not identify which arrangement is underground.

The Phoenix-adopted IPC cleanout section recognizes a two-way cleanout at the building drain/sewer junction. Utility details, including Johnson County Wastewater's interceptor specifications, also use two-way access in their own designs. Those examples explain the function rather than impose a universal fitting location on every existing Arizona property.

A plumber may need to identify the installed arrangement before choosing how to enter the pipe. Do not assume a visible opening provides usable access to every branch or enough room for every camera or cleaning head.

Useful access still needs a safe condition

The opening has to remain accessible under the applicable design and code requirements. Storage, pavement changes or a buried cover can prevent the intended access even when the underground fitting is correct.

A backed-up line can release sewage if a cap is opened. If wastewater is backing up, stop water use and arrange professional help rather than opening the cap yourself. Keep people and pets away from an overflow. Washington's health guidance explains the exposure hazard; it is not a claimed code prohibition on a particular fitting.

What to identify before a visit

Locate the cover on a calm day and tell the plumber where it is. Ask which direction the proposed inspection will cover and what remains inaccessible. A sketch and the actual inspection record are more useful than guessing from the cap.
