The transition to the building sewer
The 2024 International Plumbing Code's definition extends the building drain 30 inches beyond the exterior wall, measured along the pipe. The building sewer continues from that defined endpoint to the public sewer, private sewer or other approved disposal point.
Boundary definitions depend on the code family and edition. Our building sewer entry describes the continuing outdoor pipe. Phoenix’s official adoption history lists both the IPC and UPC, so ask which code applies to the project. A code-defined transition point is different from a utility ownership boundary.
Municipal documents can use separate definitions for a building sewer, service connection or lateral when assigning maintenance duties. Phoenix's sewer definitions illustrate that the utility's terminology serves its own connection and service rules. A code-defined point near a wall is not a property-line or public-right-of-way ownership decision.
What a service report is describing
A report saying the obstruction is in the building drain places it in the collecting drainage system rather than automatically in the street main. It still needs a useful location: which branch, approximate distance from an access point, depth information where available and whether the inspected segment was accessible.
Several slow fixtures can suggest a shared downstream obstruction, but that pattern does not prove the exact blocked segment. Fixture branches, vents and downstream piping can produce overlapping symptoms. An inspection should distinguish observations from conclusions about the inaccessible parts of the system.
The pipe's slope, material, joints and supports matter to a repair plan. Clearing a blockage restores a passage; it does not establish that the drain has correct grade or that every branch was inspected.
