What does Phoenix's alternative provision allow?
Phoenix's adopted 2024 Chapter 1 amendment to Section 104.2.3 permits alternative materials, designs and construction methods that have been approved. It does not turn every new product into an approved alternative. The published amendment also strikes out the model exception based on the International Code Council Performance Code, so do not rely on that deleted exception as a local shortcut.
Ask Planning and Development which applicable code and review path governs the proposed plumbing installation. A drainage repair, potable-water system and structural penetration can raise different design issues even when a product uses the same trade name.
What should the submission explain?
Prepare a clear comparison between the required installation and the alternative. Identify the product, intended service, pressure and temperature conditions where relevant, supporting evaluations or testing, manufacturer installation requirements and proposed details. Have the responsible designer address interfaces with existing piping, supports, access and other building systems.
Ask the reviewer which technical information, testing or professional design documentation is needed for this particular request. A certification for one use does not prove suitability for another. Product availability, an installer certificate or approval in a neighboring city does not establish Phoenix approval for the proposed conditions.
Separate the code decision from the owner's purchasing decision. The owner can prefer a product while the authority still requires additional evidence or a different design. Record who is responsible for resolving that question before the schedule depends on installation.
What should be kept after the decision?
Retain the written approval or denial, submitted documents, approved details and any limits or conditions. Give the installation team the accepted version and confirm the required inspections. Changing the method after approval can require further review; do not assume a broader acceptance than the actual decision provides.
