What does a plumbing final tell you?
It records the result of the completed plumbing inspection for its permitted scope. Compare the result with the permit number, address, suite and inspected work. Check for outstanding corrections or another inspection requirement before treating the permit as finished.

What should an opening checklist separate?

If opening is proposed while part of the work remains unfinished, review the temporary-occupancy questions with the authority rather than treating the planned opening date as approval.
What if the space already has an occupancy certificate?
Match the certificate to the actual address, portion of the building and use. Phoenix's administrative provisions describe those details and address changes of occupancy. A certificate for a former use does not automatically answer the question about a different business layout.
Before a new lease, review old open plumbing permits and the broader commercial-building due-diligence checklist. Ask the building department what the proposed use requires before setting an opening date around a single trade inspection.
How do you keep the handover clear?
Keep actual authority results in the plumbing closeout file, with separate open items for other trades and approvals. Use the correction register for an unresolved inspection.
